Abstract

The Cartagena Agreement is a treaty framework in which its rules can not cover positive whole complex picture and progressive development through a process of integration. This article aims to analyze the influence of the issued by the Andean Parliament in the Andean states and the organs and institutions of the Andean Integration System (SAI) under the powers assigned to the international body for the agreement of Cartagena. In this vein, they examine the nature of the decisions of the Andean Parliament, the basis on which the decisions of the Andean Parliament do not produce the desired effects, concluding with some proposals that could achieve obligator Decisions of that international body.

IMAGINATON V MARATÓN NACIONAL DE REALIZACIÓN Y EXHIBICIÓN AUDIOVISUAL /

Hasta el 31 de agosto hay plazo para inscribirse en esta maratón que se realizará del 7 al 9 de septiembre en algunas ciudades del país. Este año el certamen celebrará su quinta edición.

Imaginatón pretende promover la imaginación audiovisual. Se realiza desde 1999 y se divide en los componentes de realización y exhibición audiovisual.

La maratón de exhibición está diseñada para ver durante 10 horas consecutivas lo mejor del cine joven colombiano en simultánea en las 21 ciudades que se realiza.

Por su parte, en el componente de realización, todos los participantes previamente inscritos podrán contar historias con cualquier tipo de cámara que permita registro visual, incluidas cámaras fotográficas digitales, celulares y Web cam.

Será un fin de semana en el que los realizadores profesionales y aficionados de las ciudades de Bogotá, Medellín, Cali, Barranquilla, Cartagena, Cúcuta, Ibagué, Bucaramanga, Pereira, Villavicencio, Valledupar, Pasto, Manizales, Neiva, Sincelejo, Popayán, Florencia, Quibdó, Leticia, San Andrés y Villa de Leyva competirán simultáneamente por conseguir el mejor plano secuencia de 60 segundos, capaz de contar la mejor historia en un minuto.

“Aquel que tenga cualquier tipo de cámara y creatividad puede hacer parte de éste encuentro cinematográfico. La única condición es tener una buena historia que merezca ser contada”, explicó Cristina Henao, coordinadora de cine del Centro Colombo Americano, entidad que organiza la muestra en la ciudad.

Los realizadores competirán en dos categorías, profesional o aficionado. Para la maratón de exhibición, que se realizará el 7 de septiembre, la entrada será libre y las puertas del Colombo estarán abiertas desde las diez de la mañana hasta las ocho de la noche.

“Buscamos premiar la imaginación de los jóvenes, quienes sorprenderán al público con sus propuestas”, aseguró Henao.

Para inscribirse en la categoría realización es necesario ingresar al sitio Web de la maratón y diligenciar el formulario. El costo varía entre profesional, veinte mil pesos, e independiente, diez mil pesos.
